Admin dashboard does not enforce scientist permissions

Dashboard added in PR #54 displays the most recent sightings to users with scientist-level access. Scientist accounts should not have access to the sighting data.

When clicking on an entry in the dashboard to access the detailed view of the sighting, the app denies access and redirects to the main page, which is correct behavior

Should the admin dashboard be accessible to scientists at all? Probably just need to add some cancan checks before displaying the page.

It seems like we have two admin dashboards now? When I'm logged in as Admin, I get a second dashboard that gives me access to accepting pending users.

Ya maybe fix up the links and the link names to make it clearer.
