No, it doesn't, in fact when I checked the original Flash player folder it doesn't use %20. |

Even the original Adobe Flash Player standalone don't have to do that? And I guess any other symbols will also be URL encoded as well?
But that's not the point.
It make sharing/migrating game saves between programs/browser to Ruffle inconvenient.
