add `/slowmode` command

A  `/slowmode` command would be greatly appreciated. This allows for easier chat moderation, e.g. to make removing transphobic posts easier when Jagex adds some minor gender-based update.

I kinda suck at JS, so not sure if I'm able to create a PR for this at some point.
