Re-issue the licensing for open source community

We would like to include getopt.c, getopt_long.c and getopt.h files in one of the open source project on DPDK.
As per the guidance from open source community, the BSD-3-Clause license can be used for the contributions.
We would like to request if we can reissue your code under BSD license.
