Documentation in C?

When using the safeclib header files in an IDE, it is inconvenient that the function comments are part of the C files and not of the H files. Is there a reason, why H files contain defines instead of inline functions that could be equipped with doxygen headers?

This design came from Cisco.
The headers would blow up, and everyone else does also the docs in the C files or seperate.
