How to test `loadtxoutset`?

I could not get the test for loadtxoutset to work. Using dumptxoutset and then trying to load it does not work, the hash of the snapshot is not accepted. It looks like it has to be registered with the node before it is created.

This RPC has been left UNTESTED.
