Tracking Issue for `-Zsection-timings`

The -Zsection-timings flag tells Cargo to pass --json=timings to rustc when cargo build --timings is used. This enables extended display of individual compilation sections (such as linking) in the timings HTML/JSON output.

• Will we get overlapping sections and need to deal with it? (Add initial integration for --json=timings behing -Zsection-timings #15780 (comment))
