Agenda: Avoid duplicates in FCPs listed issues

Currently the Finalized FCPs (disposition merge) and Other teams finalized FCPs section of the agenda have many items in common. Ensure the first list does not have items from the second list, it will spare me some time removing them manually.

Similarly the list of Other teams finalized FCPs can filter our uninteresting things such as drafts, closed etc.
