CI broken on FreeBSD 15

CI is currently broken on FreeBSD 15.0-CURRENT. The status always displays as "Queued - Waiting to run this check..." but it never actually runs. The most recent successful run I can find was from 27-June. My guess it that the latest FreeBSD 15.0-CURRENT snapshot image in GCP is broken. I'll try to track down the breakage and get it fixed.

FYI as well, I asked for the next version of #4600 to be FreeBSD to unbreak that, since for some unfortunate reason testing has been broken for a while specifically on FreeBSD

Upstream issue: https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=288817 . TLDR; it might take 2 weeks for the package builders to catch up to a recent change in the base system.
