Sync goal-owners.toml with the goal tracking issues #599

We've done a few manual changes to goal-owners.toml. These risk being overwritten the moment someone regenerates the file and commits it:

#project-goals/meta > Commenting rights on goal tracking issues @ 💬

In rust-project-goals run:

$ cargo rpg team-repo --team-repo ../team src/2025h2

Then compare it what's in there and update the goal tracking issues to make sure all the relevant names are still listed. We'll need to add them to the tracking issues.

We should also leave an instruction on how the file is generated (right now it just says that it is), make sure this is documented in the goals docs too and submit a PR.

Bonus points: add a CI job that checks this? But it's a bit tricky to do it right. The script and file are in different repos.

NOTE: If we're doing this after 2026-03-31, we should use the 2026 directory instead.
