changelog: Refer to new repo location.

The repo was moved as part of
https://rust-lang.github.io/rfcs/3673-rustdoc-types-maintainers.html.
The old links work because of github redirects (and my fork being
aDotInTheVoid/rustdoc-types-contrib), but it's needlessly confusing.
