Some CI Fixes

• Re-enabling of x86_64-pc-windows-msvc-dev tests - The removal of {f,}xsave{c,}{64,} test runs (Remove buffers in tests for {f,}xsave{c,}{64,} #1690) should fix this.
• Remove the PPC64 workaround for QEMU (re-enable the currently disable ppc tests once qemu is fixed #1425).
• Remove ci/gba.json as it was unused
• Add PowerPC (32-bit) into CI (along with PowerPC64LE)
• Upgrade Intel SDE to v9.48
• Refactor dox.sh a little, add loongarch64-unknown-linux-gnu and nvptx64-nvidia-cuda
• Disable armv7-unknown-linux-gnueabihf in dox.sh due to Rustdoc failure in armv7 targets with -neon with target_feature(enable = "neon") rust#134511
• Make assert_instr verification stricter
