Update vm-memory to 0.17.1?

Using linux-loader with the latest version of vm-memory is problematic because linux-loader uses 0.16

Hi! Yeah, the latest released version still uses 0.16.0. On main, linux-loader is compatible with both 0.16 and 0.17, so if you want, you can open a PR for a 0.13.2 patch release :)
