Update bindings based on Linux kernel v6.6

This is to include vfio cdev uAPIs, which is a pre-requisite for adding
vfio cdev and iommufd support. Also, few changes are made to vfio-ioctl
crate due to updated kernel data structure.

Coverage information also changed slightly.
