Multiseat support

Currently, keyd scans for input from all input devices on all seats and sends events to seat0.

My setup involves 2+ seats with different sets of peripherals attached to each seat via loginctl attach

The expected behavior would be to read events from the device and send them to the seat to which the device is attached to.

After a bit of research and making my own little program to interface with /dev/uinput, I managed to create a virtual gamepad device and attach it to a secondary seat. To do that I need to create a udev rule such as this one.

TAG=="seat", SUBSYSTEM=="input", DEVPATH=="/devices/virtual/*", ENV{ID_FOR_SEAT}="virtual-%k", ENV{ID_SEAT}="seat1"

ENV{ID_SEAT} has to be set in this udev rule, because if the device is moved to a different seat via loginctl attach after the device was already made, the wayland compositor will not acknowledge it's existence.

Now it would be great if keyd did the same automatically to assign remapped virtual input devices to proper seats.
