Deactivate license on dead machine?

Hi, I have two machines actively using Rectangle Pro, one machine I want to use Rectangle Pro on and used to have a machine I used Rectangle Pro on. I think you can see where I'm going with this.

Is there a 'deactivate old devices' option anywhere to remove the license from a decommissioned machine that seems to be hogging the license?

Yes, there is a button in the General tab of the Settings window, Remove oldest activation. This will be on your new Mac where your Rectangle Pro license is not currently activated; there's no need to have access to a prior macOS install. (It's a little bit of a weird flow that's in place because of how the licensing functionality from Paddle works).
