chore(docs): Move SKILL_BUILDER_EXAMPLES from commands to docs (#1672)

Move SKILL_BUILDER_EXAMPLES.md from .claude/commands/amplihack/ to
docs/skills/ since it's documentation, not a slash command.

- Remove command YAML frontmatter (triggers no longer needed)
- File is now proper documentation in the docs folder
- No code references needed updating

Fixes #1671
