eslint v9 config not working #174

Hi,
While running fast serve, eslint rules can't be disabled (even through changing fast-serve/config.json).
I tried adding it to the root object, under cli and under serve, but the same happened: no changes, eslint still running on file save.
The initial problem is that it doesn't find the eslint.config.js file, used in spfx 1.21.1.
