The `useFullResolutionImages` setting has no implementation

The setting useFullResolutionImages exists in the app and renders as a toggle, but it has no underlying implementation. Images are not actually resized before being synced.

I'd love for this to exist (and maybe with an option to specify multiple target resolutions), but it should probably be implemented or removed from the settings page.

I implemented this myself as a quick and dirty Quartz emitter, but this code would be very copy-pasteable into Quartz-Syncer. It's a simple call to Sharp: https://github.com/alaycock/quartz/blob/v4/quartz/plugins/emitters/assets.ts

I looked into it. It seems that the original plugin that Quartz Syncer is based on did not implement this either.

I personally feel more about removing the options than implementing it on Quartz Syncer's end, as I am unsure if compression is deterministic. If it isn't, then Quartz Syncer would re-upload the images every time changes are published.

Having said that, I feel like image compression could be a useful addition to add to Quartz, which you seem to have done. If you have the time, please create a PR for this on the Quartz repository. Feel free to ping me in the PR, I'll leave some feedback.

I see compression plugins being worthwhile additions in both cases. It's annoying to sync large large images to Github, especially know when I know the full resolution isn't needed. It's not an enormous problem, but a quality of life improvement to help keep the Github repo lean.
