[feat]: remove dependency on radix

I want to use shadcn components with base-ui and reduce dependency on radix to reduce bundle size.
please make diceui components such as ActionBar only rely on shadcn so developer can use their choice of base-ui/radix foundation

This matches exactly what I’m looking for.
I want to keep using the default shadcn project setup, but be able to choose Base UI or Radix as the underlying foundation, without components being tightly coupled to Radix.
Making DiceUI components depend only on shadcn abstractions would unlock that flexibility.
