Integrate Query Embedding Caching Patch as a config

Langchain is not planning to integrate Query Embedding Caching, and rejected the PR that I had for it to their repo because they considering that part of the code legacy and not planning to update it langchain-ai/langchainjs#8249
The scope of this issue is to be figured out, but I suspect either that code needs to move to a standalone package or we need to create a config/langchain.js file that adds that feature as a part of our project. The scope includes removing https://github.com/sahat/hackathon-starter/blob/master/patches/langchain%2B0.3.36.patch

This issue is a blocker for #1478
