ci process to publish RFCs

We should have a process to generation github pages for all RFCs, similar to emberjs' rfc: https://emberjs.github.io/rfcs/

Another alternative is to add a big note into README.md to explain that all existing approved RFCs are in the text folder, which is not ideal... but not super bad either.
