feat: add SF CLI as dev dependency for NUT tests

- Add @salesforce/cli ^2.96.4 as devDependency in package.json
- Update README.md to clarify SF CLI is automatically installed via yarn install
- No manual SF CLI installation required for running integration tests
- Enables seamless NUT test execution in CI/CD environments
