Feature request: add nic_opts parameter to lxc.present state for per-container network initialisation

Description of Issue

The lxc.present state does allow to give custom network_profile, but does not allow for custom per-container nic_opts options.

Incentive:
For now, modules.lxc.create allows to create a container with some parameters.
However, the corresponding state, allowing us to check whether such a container exists, states.lxc.present, cannot be as finely configured.

Typically, we want to ensure that a container is present, and if not, create it with some initial configuration.

The problem with network configuration being only definable once per minon, is that we often want to create different containers with different (network) parameters on one minion.
