[BUG] salt-call and salt-pip do not honor the minion's user

Both salt-call and salt-pip fail to drop privileges if the minion is configured as non-root. The can lead to file system permissions corruption (things owned by root).

salt-call and salt-pip should change to the same user as the minion.
