Incorrect encoding for haploid individual in GT example

In the final line of the [table of example GT encodings](https://github.com/samtools/hts-specs/blob/07a438260e436c26a2b4f06336bfb4a938af7935/VCFv4.5.tex#L2482), the haploid individual's GT is encoded as `0x02 81`.  Should this actually be `0x03 81` as the haploid sample will be implicitly phased?
