MV3 service workers are broken in Electron 40

Hi, I updated my web browser project to Electron 40 (they worked in electron 39 still), and mv3 service worker extensions like 1password and obsidian web clipper stopped working, they give me popups with infinite loading states.

I also have to mention that dark reader (doesn't load sometimes) and ublock origin (mv2) has also been broken for a while.

I have tried 1password in the electron-browser-shell but bumped to electron 40, and I get these logs:

service worker 7 stopped

Can confirm. The chrome. API seems to be there when inspecting a popup but in the case of 1password, something called "get-popup-config" seems to fail and that prevents loading.

Then on the service worker/background side, the chrome apis seem to not be available:

I went over the different 40.0.0. alphas and betas, and service workers stopped working between alpha.2 and alpha.4 (there was no alpha.3) electron/electron@v40.0.0-alpha.2...v40.0.0-alpha.4

edit: they work again in 41.0.0-alpha.1 and up
