Pre-recovery Callbacks

Currently, it is not possible for applications (or our IMR data policy) to revoke any subcommunicators of the resilient comm between a failure being detected and entering recovery. This can cause deadlocks.  We should add callbacks that are made prior to Fenix taking any recovery steps to allow revoking these comms as needed.

This solves #25 and is a step toward #6
