Non-overlapping notched-cylinder failing after recent changes

The non-overlapping notched cylinder test is broken due to recent changes. The problem worked correctly with this sha: cb8b7b5 . Currently, if you run with votd, the problem will fail, keep cutting the time-step, then error out. It happens in the first time-step. Need to troubleshoot/fix.

I’m afraid this is a more fundamental issue because the commit you mention above is just before I switched the Schwarz DBC for non-overlap Schwarz from pointwise to variational. I’m actually surprised that this hadn’t cropped up earlier and that other problems don’t seem affected at all from this change.

This needs careful examination to make the problem work with consistent BCs that both use the projection operators. I propose that we meet to debug this to fully understand the effects of the switch.
