Y25-230 - [BUG] Fix deprecation of clear_active_connections

Describe the bug

In unified_warehouse, we keep getting the following error:

Mar 28 09:59:13 ware-uat unified_warehouse[467519]: (thread-2624) [WIP:staging] ERROR -- : 🦊 staging_MultiLimsWarehouseConsumer_467519: Dead-letter Exception: undefined method 'clear_active_connections!' for class ActiveRecord::Base"

Identify the error and patch it.

We have found the issue is in sanger-warren gem, particularly releasing the connection in with_connection method in lib/warren/framework_adaptor/rails_adaptor.rb

Next tasks:

• Create a warren branch that passes existing tests [sanger/warren test-connection-pooling; we have now merged this to develop and pointed the develop branch in unified warehouse Gemfile]

• Set a starting ruby version [3.1.7]

• Replace the offending line

• Update the warren branch dependencies and runtime dependencies in spec file [Decide to consider only the ActiveRecord dependency in Gemfile and runtime dependencies in spec file. We will test the use in Unified warehouse branch] [No need to update all dependencies for now except activerecord version]

• Create a unified warehouse branch

• Update activerecord to version 7.2

• Update the ruby version [No need to update for now]

• Make sure all CI tests are passed

• Modify unified warehouse branch to point to the Warren branch in Gemfile

• Create a UAT release

• Cleanup logs; restart

• Deploy unified warehouse branch to UAT
  ansible-playbook -vD deploy_unified_warehouse.yml -i environments/uat -e "github_branch=uat-y25-230-1" -e "full_deploy=true skip_migrations=false"

• Test a manifest upload in SS for a smoke test [Use just integration suite]

• Confirm that there is no connection error in the ensure block

• Run an integration suite test and compare with the previous run (we used PCR Free pipeline)

• Discuss tests [ask in Standup on Monday]

• Discuss upcoming Unified Warehouse release on Monday

Lower Priority items that can be handled separately.

• Create a Sequencescape branch [Sequencescape Rails version is 7.1 . The problem happens in 7.2 and also the problem happens when the warren library is used as consumer, but it needs to be checked later]
• Check Sequencescape warren client, point it to warren branch
• Test
• Create an Event warehouse branch [Event Warehouse Rails version is 7.0 . The problem happens in 7.2]
• Check Event warehouse warren client, point it to warren branch
• Test
• Make a new sanger-warren release
• Update Gemfiles to specify version instead of URL
