Save button doesn't work on edit

When attempting to edit user or patient details, saving does nothing.

Steps to replicate:

• On user or patient, click the edit pencil
• Leave unchanged or make changes
• Click the green tick

Outcome:

• Nothing happens

Note: cancel works as expected

The occupation code and county/district entry on the address control is marked required.

Changes to patient widget:

• In entity-address component the ng-required should not be bound to the required field of the entire address (or there should be a configuration setting to change this behavior)
• Occupation code on Extra panel should not be marked mandatory
