Update CODEOWNERS

It doesn't make sense to get everyone in team core's feedback on every single PR. 

It makes sense only in the cases it's relevant to them. Sometimes you can bring someone along, but it ends up as spam. 

So I think I'm stuck with just myself and I just add the people I think are most likely to be helpful at any given time.
