hooks build with missing dependencies

Hooks are build by the pipeline but libraries that they depend on are not being linked into the binaries during build. Failing to be usable then at deployment.

Missing libboost_*.so because the CI build is not doing a static link of Boost...

Solution is to compile boost manually.

• without-icu
• with PIC
  Then on the sarus-hooks build with cmake, we need to pass a bunch of boost options to tell it to use the local boost install and then to link it into the binaries.

Now it seems that the build container c++ runtime is newer than the deployment system, thus it fails to run due to mismatch.

Using the following flag
-DCMAKE_EXE_LINKER_FLAGS="-static-libstdc++ -static-libgcc"
links the c++ runtime into the hook.
