What is the purpose of creating panel inside a module? I can't think any use case

Let's say you want to separate some of your business logic to a separate Admin panel, for example, having a separate Accounting panel with a separate menu, interface, theme etc. This warrants that you create a separate panel with its own resources, pages, widgets, themes, etc.
If you want to separate all the code for this panel (including resources, widgets, pages, etc) to make it portable, then it means you need to create the above panel in a module. I don't know if this makes sense. Many users have requested the same feature before.
