Then every-python install GH-119891 (and similar formats, perhaps support bpo as well?) would be equivalent to running every-python install 7b7b90d.

I think it may be useful, but I don't have hard feelings on this one. Maybe it's not worth it.

I think this one is a bit more nuanced.

For instance, if you reference a PR, it could be merged (in which case you'd want the merge commit) or open (in which case, you probably want the head commit of the PR branch but that may not be in the local repo without fetching the PR ref) so that would need to be handled. I think this may also require either some gh CLI or API access to grab the right issue?

I can see the utility but it's a bit complex for the payoff, unless I'm missing something?

I think #8 helps achieve what this one targets: the user would be responsible for fetching the PR (or a commit in the PR) in whatever state they want, then build from the local repository.
