thousand number finishes always with "minus 1"

I use a TTS which its model does not support numbers so I have to convert all numbers in words.
the issue is if I have for ex a date 1971, it says "one thousand nine hundred and seventy minus one"....
is it a bug or should I modify the numbers with a special char or other?
