Use Pacakage Target in msbuild file

Trying to see if there is a way I can call the package target directly? Meaning I already have a output folder I just want to create a visual studio webdeploy package using a target. I see we can import the publish targets file but cannot run default target on an output folder. Any help or support is appreciated.
