Bug: Empty regions appear in wrong position

Empty regions do not appear in the CodeNav window where they are defined in the file. This takes place regardless of sorting used.

Though it may seem strange to have empty regions, our company uses T4 templates that let us create classes with various standardized regions to help us keep everything organized. Most of them are empty upon initial file creation, but they're handy to keep around so the developer knows where to add future members.
