Distinguish Textual Notes from Commentaries

At https://github.com/scaife-viewer/beyond-translation-site/tree/main/backend/data/annotations:

• What appear as commentaries are "textual notes."
• Add "textual notes" and move the textual notes there.
• Move the Thuc commentaries that Charles Pletcher did to kick off of our commentaries.
