Description

Originally, CheckedDistributedStorageAdmin was responsible for validating method arguments and throwing IllegalArgumentException when they were invalid. However, with recent changes, its responsibility has been expanded to cover more common logic for DistributedStorageAdmin implementations. Therefore, this PR renames CheckedDistributedStorageAdmin to CommonDistributedStorageAdmin.
