Description

When I got an instance with HA applied.

And I want to upgrade this instance.

I expect that the new instance created will also have HA.

It would be helpful to maintain the high availability property of an instance during its upgrade.

This property might be offered natively by the product team down the road, therefore it needs to be modular to be added and removed easily.
