ENH: add circleci-proxy

Yes, once we've tested it a bit, we can also elevate it into the README of the redirector.

Right now, we have a limit of 100,000 calls per day, FWIW.

That 100,000 means 100,000 clicks or individual html pages that has that redirect?

100,000 HTTP requests (but, it's only 5 bucks to turn that into 1M).
