Add Numcodecs

@matthewfeickert I wasn't able to properly copy the source of template you have for the zarr/icechunk issue to get the checkpoints.

But we would like to also add numcodecs (zarr-developers/numcodecs#787). @jhamman has created an API key. But we aren't sure where the exact mechanism of transforming an existing wheel from: https://pypi.org/project/numcodecs/#files into a working proejct.

I think everythign else on the checklist should be good to go

It took me a bit to figure out how to manually upload the first wheel but once I got over that hurdle, I was home free.

Thanks @matthewfeickert for all the help. Our full stack (xarray+zarr+numcodecs+icechunk) is now producing nightly wheels 🎉
