ENV: Support events that are fixed in local time

For example the Sunpy meeting is always on Wed 5PM British time, no matter if it's daylight savings or not.

IMO we don't have a way to support this atm.

I'm not sure how this maps to upstream yaml2ics (I started with it, I think this is somehow directly supported but I'm not sure): we can use timezones like Europe/Helsinki. From a quick look at our copy of yaml2ics, it seems it can be given in a sigle event. I'm not entirely sure about it handling summer itme, but I think it's worked without a problem for our weekly team meeting at 15:00 Europe/Helsinki between summer and winter):

We do know about a couple of bugs about handling time zones, so maybe you are right and this could be simply handled, out of the box with a city based time zone, we just need to make sure those other bugs are fixed first.
