once all of the cypress specs pass locally, there is some extra configuration to ensure they work in ci as well.
locally when running the tests in a headed state using yarn cypress:e2e, things pass. the ci pipeline uses cypress-io/github-action@v6 however. we will need ot research more about how it operates and what changes need to be made to ensure that the test running there (headless) also pass.
