• Update cechmate to modern standards

  We need to update cechmate to modern requirements. This means converting to a pyproject.toml style repo, updating the github actions, including a dependabot to make maintenance easier moving forward, updating the doc builds, and updating the README. On a technical level, we should include an interface to another PH backend, like gudhi.
