[BEER] Improved `t0` guess (in src/ess/beer/clustering.py)

Currently there's a hard coded t0 value used for clustering.
But ideally the constant should not be the same for all different multiplexing chopper modes.
Celine has a list of better estimates for each chopper mode, we should use those instead.
