Update section 1.1.3: Installing a working environment

The recommendations here, Anaconda and WinPython, are definitely no longer the recommended entry points. Of course, the installation/environment management situation has evolved quite a bit.

I'd advocate for a "quickstart" recipe here, with a link to other resources already on learn.scientific-python.org, such as this article.

In this section, I'd advocate to setup the working environment with the requirements to run the examples in later chapters.
