DOC: dead download links on the unified documentation page

Issue with current documentation:

This is an issue with the unified NumPy and SciPy documentation page: https://docs.scipy.org/doc/. Those are not the main docs, but they are linked in the main docs with a Download documentation prefix.

Out of the following latest releases links:

NumPy reference guide PDF (https://numpy.org/doc/stable/numpy-ref.pdf) and NumPy user guide PDF (https://numpy.org/doc/stable/numpy-ref.pdf) return 404 and the SciPy HTML+zip archive (https://docs.scipy.org/doc/scipy/scipy-html-1.15.1.zip) is also not found:

Should we clean up this page to have only the SciPy docs, since NumPy offers its own PDF docs downloads and archives?

@tylerjereddy I am happy to send in a PR to fix links and review this page but let me know if this is something you need to handle with the releases

Quick addition: it seems that all of the SciPy zip archives until 1.11.0 are available and it's only the 1.15.1 version which is missing

I think we should remove the NumPy links from "For contributors" and "Latest releases", but leave the historical links under "Others" on https://docs.scipy.org/doc/ because those old doc versions are not available anywhere else.
