[E2E Test] Migrate sequencer from L2geth to reth

Overview

We should test rotating the sequencer from l2geth to reth. We should also test rotating the sequencer back to l2geth in case we encounter any issues with the reth sequencer. We should leverage the docker-compose integration test framework to support this test case. @yiweichi is currently working on required signature propogation issues which will need to be implemented before we can test this fully.
